One issue on stigma as I see it is that it has different effects on different people, those who are more pro-social and conscientious will feel a great deal more shame and burden than somebody who is less socially attuned. Not sure what to do about it but its relevant.
Conversely they would both end up paying the same tax at the liquor counter.
Good point! I guess the analogy is that rich people are less affected so tend to care less about fees and use taxes. Some people have higher "tolerance" for stigma/shame which is sort of like having enough money that you don't notice sales tax or parking fees.
I mentioned this in an earlier draft, but it's interesting the degree to which stigma is really about managing behavior of people in your group, not outsiders.
